This page describes a 5-level skill scale for assessing competencies in the Digital Research Competencies Framework. Each level outlines what an individual can do and the main focus for development. The scale is informed by NIH Competencies and Bloom's Taxonomy.

Skill Level Description
Level 0 None You do not possess this skill or it is not applicable to your role.
Level 1 Fundamental Awareness
  • Understand basic concepts and techniques
  • Focus on learning and remembering
Level 2 Novice
  • Gain experience in classroom or on-the-job
  • Understand terminology, principles, and concepts
  • Use reference and resource materials
  • Focus on understanding and on-the-job development
Level 3 Intermediate Practitioner
  • Perform tasks with minimal guidance
  • Occasionally apply skill independently
  • Understand application and implications of changes
  • Focus on applying known solutions and enhancing knowledge
Level 4 Advanced Practitioner
  • Perform skill independently and consistently
  • Mentor others and translate complex concepts
  • Contribute to reference materials
  • Focus on designing solutions and evaluating impact
Level 5 Expert
  • Provide guidance and troubleshoot complex problems
  • Recognised authority within and outside the organisation
  • Create or lead development of reference materials
  • Focus on strategy and shaping organisational or national policies
